I am not getting any emoticons/smilies when I post. I''m just getting the "Message" box to type in, but NONE of the things that usually appear above it (text editing, smilies, etc.) Can someone help please?

Try going into your account and click on board information and then on the site options tab (or something like that) make sure that TinyMCEWrapper (or something like that...it's Tinysomething) is selected for the content editor.  I think that's what happened to me one time, it got set to the default text editor and then the smilies and everything else got taken away.

Hope that helps, otherwise I don't know what else it could be
